Scope: Los Angeles County, California, United States, only where the Los Angeles County Department of Public Health’s Environmental Health division provides this service. The county says its program does not serve Long Beach, Pasadena or Vernon; ask the relevant city health department there. This buyer guide does not decide import classification, road registration, fire or business permission, or whether any particular Huajia vehicle has been approved.
Direct answer
If commissioning a mobile food facility (MFF) to sell or distribute food at retail in the county’s service area, separate the vehicle purchase from the local health plan check and operating permit. The local operator first defines the real menu, food handling, site, vehicle type and commissary or other approved servicing arrangements. Ask the health authority how a new build or remodel is classified; use its approved plans and exact equipment schedule as the reference for any custom build and change order. The county’s new-construction checklist sets out a sequence of applicable applications, procedures/menu, commissary arrangement and plans; plan-check fee; build after plan approval; MFF/commissary evaluation where applicable; final inspection and permit fee before approval. A checklist is not a permit for your proposed unit.
The county MFF Plan Check program page covers new and remodeled MFFs and names its three city exclusions. Its operational and plan-check guideline describes an MFF as a vehicle used with a commissary or other permanent food facility on which food is sold or distributed at retail; it excludes a transporter used to deliver packaged food from a food facility or other approved source to a consumer. Ask the local authority which definition fits the actual menu and operation. A marketing title such as “food truck” is not the classification.
Who supplies which evidence?
| Gate | Buyer/operator’s question | Responsible party and limit |
|---|---|---|
| Jurisdiction and operation | Is the site in the county Environmental Health service area or in Long Beach, Pasadena or Vernon? What is sold and how is it prepared or distributed? Is this new construction, a remodel, a change to a permitted unit or only delivery of packaged food? | Local operator and competent health department classify the project. Do not borrow the county process for a separately served city. |
| Vehicle and fitted equipment | Is the proposed order a towable trailer or a self-propelled vehicle? Who makes and integrates it? What are the actual dimensions, serving side, water/waste, electricity or gas systems and every proposed appliance/layout? | Seller and builder provide real, revision-controlled plans and equipment specifications. An “Electric” product field proves neither traction nor included kitchen equipment. |
| Plan-check application | The county new-build checklist lists a public-health permit application, applicable written operating procedures with menu, a recent commissary contract, plan-check service request, a complete set of plans/specifications and ownership records. Which are applicable to this operator and current filing? | Local applicant submits; department reviews; supplier only supplies documents describing the actual build. Confirm current submission format and fees with the authority. |
| Commissary and servicing | Which commissary, mobile support unit or other approved facility will handle storage, servicing, water, waste and cleaning for this operation? Is the signed arrangement acceptable to the authority? | Operator and servicing facility verify it. The county guideline says commissary use is checked before a permit can be issued. A factory packing area is not a local commissary. |
| Construction and inspection | For an applicable new-build application, have plans been approved before construction, with later MFF and, where applicable, commissary evaluation? Was final inspection passed and the public-health permit fee handled? | Applicant and local department verify each gate. Supplier pre-delivery inspection does not replace county health inspection. |
| Other legal tracks | What separate steps apply to import, towing or driving and registration, vending location/business licence and fire/electrical safety? | Importer, vehicle/road agency, site or city business office and relevant safety bodies answer separately. Health permission is not road, import or location permission. |
The new-construction checklist also includes route information and a food-handler card among later steps; the competent department should confirm whether and how those apply to the current operator, and any current deadline. For an already permitted MFF whose menu, ownership or fitted equipment is changing, ask for the change/remodel/evaluation route, rather than assuming every case is a first-time new build. The county guideline says post-evaluation modifications and equipment changes require departmental approval; this does not establish which particular modification the buyer has already been allowed to make.

For each pending question: owner, official URL/document revision, checked date and due date:
This is not a seller’s promise that Los Angeles County will approve the plans. The signed transaction should say who prepares and revises drawings, who implements local plan-check feedback, and who bears the cost of changes or cancellation. Price, lead time, tax and build capacity remain transaction-specific unknowns without signed evidence.
Frequently asked questions
Can a towable trailer immediately sell food in Los Angeles County?
Towable status does not establish that. First check whether the intended city falls within the county program’s service area. Ask the competent health department about plan review, inspection and permit for the actual menu and facility; separately check towing, site and business rules.
Should I build the vehicle before submitting plans?
For a project covered by the county’s new-construction checklist, the checklist places plan approval before building the MFF. A supplier design proposal is not an approved plan. Ask the department which route applies to a permitted unit’s remodel or change.
Are prepackaged food sales and delivery of packaged food treated alike?
Do not assume so. The county guideline’s MFF definition expressly excludes a particular packaged-food transporter, while the menu and mode of operation affect applicable requirements. Ask the department to classify the actual activity and any exception.
Why resolve commissary arrangements before ordering?
The county guideline connects servicing, storage and cleaning to a commissary, mobile support unit or other approved facility, and calls for verification of the arrangement. The local operator must confirm the applicable arrangement; an overseas exporter cannot sign off a local facility in its place.
Can the supplier’s PDI or shipping papers substitute for a health permit?
No. A per-unit PDI can only document whatever checks were actually performed under the contract. County plan review, facility evaluation, final health inspection and permission are separate local decisions. Import and road use are separate again.
Do the same county forms cover Long Beach, Pasadena or Vernon?
The county program page says Environmental Health does not provide this service in those cities. Ask the applicable local health department for its current process; do not treat this county checklist as that city’s approval.
Optional custom-project contact: If discussing a candidate towable trailer or self-propelled unit for a named site, use the en-US contact page with your name, email, phone/WhatsApp, city, menu, vehicle type and proposed fitted equipment/document questions. An inquiry does not guarantee inventory, pricing, installed equipment, LA County health approval, import or road permission.
