Los Angeles County mobile food facilities: check the plans before commissioning a build

In brief: a vehicle order is not a food-business permit

A buyer planning to sell or distribute food at retail from a mobile facility where Los Angeles County Environmental Health provides the service should establish the precise operating address, menu, food preparation and distribution, facility category, and servicing and cleaning arrangement before fixing the build specification. The local operator asks the competent health department whether the proposal is new construction, a remodel or a change to an already permitted facility. For a project covered by the county’s new-construction checklist, the sequence includes applicable applications and documents, plan review, construction after plan approval, evaluation of the unit and any applicable servicing facility, then final inspection and the public-health permit process. Neither the manufacturer’s drawing nor a pre-shipment inspection is the county’s approval.

The county mobile food facility plan-check page concerns new and remodelled facilities in the department’s service area. It explicitly says the county Environmental Health department does not provide this service in Long Beach, Pasadena or Vernon. Operators in those cities must ask their respective competent health departments. British-English wording does not turn this California procedure into UK law.

The county’s plan-check and operational guidelines describe a mobile food facility (MFF) as a vehicle used with a commissary or other permanent food facility from which food is sold or distributed at retail. The definition excludes a particular transporter carrying packaged food from a food facility or another approved source to the consumer. This is not a general exemption for retail sale of prepackaged food: the menu and mode of operation affect applicable requirements. The competent local department must classify the actual proposal.

Jurisdiction and trading modelExact city and site address; menu, preparation, storage, retailing or delivery-only activities; new build, remodel or change to an existing permitted unit.Local operator checks with the responsible health department. Do not apply the county service to the excluded cities or the whole of California.
Vehicle and proposed fit-outTowable trailer or self-propelled vehicle? Actual model and order revision, maker/converter, dimensions, serving side, and drawings and specifications for proposed water, waste-water, electrical, gas and food equipment.Builder documents this particular build. An “Electric” product field proves neither electric traction nor an installed kitchen.
Plan-check submissionThe new-build checklist lists a public-health permit application, operating procedures with menu where applicable, commissary agreement, plan-check request, drawings/specifications and ownership evidence. Which current documents and copies apply here?Local applicant asks the health department; supplier can provide only genuine design and equipment evidence for the proposed unit.
Commissary and servicingAddress, agreement and functions of the commissary, mobile support unit or other approved facility for storage, water, cleaning and waste. Has the authority accepted the arrangement?Local operator and servicing facility document the arrangement. An export packing yard is not a local commissary.
Building, evaluation and permitWhere new-build procedure applies, retain approved plans before construction; arrange the MFF and, if applicable, commissary evaluation; verify final inspection, fee and health-permit status.Applicant and county department confirm each stage. Factory PDI, payment and arrival are not evidence of permission to trade. Ask separately about remodels.
Other legal tracksImport declaration and charges; towing or driving and registration; pitch or venue permission, business licence and any applicable fire/electrical checks.Importer, vehicle authority, site manager and local licensing bodies answer separately. A health permit does not authorise import, road movement or any trading location.

The new-construction checklist also places route information and a food-handler card among later steps. The local operator should confirm whether those apply, how to provide them and the current deadline. If an already permitted MFF changes menu, owner or fitted equipment, request the relevant change or re-evaluation procedure rather than forcing every case through the new-build path.

Operating city and precise address; health department with jurisdiction:

Category asked of the authority: new build, remodel, change to permitted unit or another activity:
Candidate model, trailer/self-propelled identity, manufacturer/converter and build revision:
Dimensions, serving side, proposed fitted equipment and water/waste-water/power/gas drawings:
Commissary, mobile support unit or other approved site; signed arrangement and verification:
Plan-check applicant, current forms and official fee source, plan approval and change record:
Who secures pre-build approval, site evaluation, final inspection and health permit:
Separate import, towing/road and registration, pitch, business and fire authorities:
Payment stages; who redesigns if plans fail, bears costs and can cancel:
VIN/serial only where allocated, otherwise an agreed unique traceable unit reference:
Per-unit acceptance criteria/results, dated photos or video, defects and retest record:
Separate buyer release before loading, carrier handover, unit-linked invoice, packing list and transport paper:
Arrival damage, contractual notice deadline and carrier/insurer claims contact:
Signed warranty coverage/exclusions, local labour, outward replacement-part freight and return of failed parts:
Each unresolved question: owner, official URL/document revision, check date and deadline before payment:

The purchase contract ought to say who draws and updates plans, responds to county comments, authorises a changed configuration and bears alteration or cancellation costs. A catalogue photo, trade label or blank PDI form does not evidence available stock, price, installed equipment, carrier acceptance or local approval of a Huajia vehicle. Arrival damage is assessed under the sale, carriage and insurance documents; a later defect follows the signed warranty rather than the cargo claim.

Frequently asked questions

Can a towable food trailer trade as soon as it arrives in the county?

No inference follows from being towable. Confirm the city and competent health department, then ask about plan review, assessment and permission for the actual menu and unit. Towing, pitch and trading rules are separate questions.

Is it acceptable to build first and get the plans approved later?

For a new build covered by the county checklist, approval of the plans comes before construction. A seller’s concept drawing is not a county approval; a remodel or change to a permitted facility may have a different route.

Are sales of prepackaged goods the same as delivering packaged goods only?

Not necessarily. The county definition excludes a specified transporter of packaged goods from MFF, whilst menu and operation determine what applies. Ask the health authority to classify the real activity and any exception.

Why settle the commissary arrangement before ordering?

The guidelines connect supply, storage and cleaning with a commissary, mobile support unit or another approved facility. The operator needs an actual agreement and departmental confirmation. An overseas supplier cannot make that local arrangement on its behalf.

Does pre-shipment inspection replace the county health inspection?

No. PDI records only checks performed on the unit under the agreement. Plan review, facility evaluation, final health inspection and permission are separate local decisions. Import and road movement require distinct checks too.

Do Long Beach, Pasadena and Vernon use the same county forms?

The county department says it does not provide this service in those cities. Their operators should ask the relevant local health department for current forms and procedure rather than treating the county checklist as approval.

Optional enquiry about a customised unit: For a candidate trailer or self-propelled vehicle intended for a named site, use the contact page in US English with your name, email, phone/WhatsApp, city, menu, proposed equipment and documents or plans to clarify. Contact does not guarantee stock, price, fitted equipment, LA County health permission, import or road approval.
